About the West of England Industrial Cluster
The West of England Industrial Cluster is a collaboration between several private and public organisations in the West of England.
The West of England, and in particular the Portbury, Avonmouth, and Severnside (PAS) region, is a significant industrial hub for a range of industries that have an important role to play in the UK’s journey to net zero.
We have created a comprehensive plan to decarbonise industry across the West of England with a focus on this hub.
This Local Industrial Decarbonisation Plan will also drive investment into the West and promote sustainable economic growth by encouraging new partnerships and the adoption of cutting-edge new technologies.
It will act as a blueprint for industrial decarbonisation across the West.
To implement it, we will connect, support, and empower businesses to meet Net Zero targets and fully realise the social, economic and environmental benefits of decarbonisation.

Our partners
The West of England Industrial Cluster was convened in 2023 in response to the Department for Energy Security and Net Zero and Innovate UK Local Industrial Decarbonisation Plans competition.
Our 12 core partners, led by the West of England Combined Authority, are responsible for the development and implementation of our decarbonisation plan.
Since being awarded funding in 2024, we have also gained a number of supporters who have signed letters of support for our project and helped shape our plan for the region.
Our approach
We are taking a ‘hub and spoke’ approach to decarbonisation.
This allows us to concentrate our efforts on an ‘industrial hub’ of activity with particularly high emissions, where our cluster is based.
It also helps us consider how this hub fits into the bigger picture of ‘industrial spokes’ across the West of England that can connect together to deliver decarbonisation.

Our hub is the Portbury, Avonmouth, and Severnside (PAS) region, home to some of the highest industrial emitters in the West of England, in key industries such as power generation, waste, advanced manufacturing, construction, transport and logistics.
It is home to Seabank power station, several energy from waste power generators, as well as renewables across wind, solar and future energy production such as nuclear and hydrogen. England’s tallest community owned wind turbine – Ambition Lawerence Weston – is also located nearby.
PAS is also a circular economy centre of expertise and innovation through the practices of many of its world leading businesses and cluster of resource and energy management businesses.
This is a unique industrial hub within the UK which encompasses three local authorities, crucial strategic infrastructure, and a range of businesses required to deliver decarbonisation at scale. An internationally strategic transport hub, our cluster is in touching distance of two capital cities and straddles major port, road, rail and airport connections.
